## What it is

an evidence-bound sales and use tax overpayment recovery workspace. It reconstructs vendor purchases, records exact decimal tax amounts, binds findings to source and rule hashes, requires human approval, excludes expired dollars from actionable totals, and tracks approved vendor recovery.

## Problem

Businesses pay tax they may not owe because product treatment, buyer use, certificates, sourcing, rates, taxable bases, credits, and duplicate payments are difficult to reconcile across AP exports, invoices, rules, and deadlines.

Existing Insight ITS JWT and PostgreSQL: tenant-scoped scans → findings with NUMERIC money → evidence and rule hashes → reviewer-only approval → recovery events and immutable audit trail. The pilot runs in the shared application and database; no new container or database.
